Public sector development
My public sector expertise covers, among other things, developing sector policies, legislation and organisations. I also help regional bodies, municipalities and development agencies develop, monitor and evaluate their work.
I design and implement development projects for national governments, ministries, administrative authorities, courts, and regional and local authorities (cities, development agencies), funded by the beneficiaries themselves and by external funders (the Finnish state, the EU, the World Bank, the UN, the EIB, the EBRD, etc.). Examples include:
- Legislative and sector policy development projects, often linked to economic integration and to countries' membership applications and obligations in international economic organisations
- Organisational development projects and capacity building
- Regional development projects to design and implement regional strategies, including for example establishing free trade zones, promoting investment projects and various business networking projects
- Projects to promote entrepreneurship, technology transfer, cooperation between companies and universities, and business development
- Monitoring and evaluation, as well as research and studies of various kinds
Typical activities include scenario work, developing and implementing strategies, foresight and monitoring of the operating environment, research and studies, training, and preparing programmes and roadmaps.
